 Let's get started!

Step 1: Open a new document
First of all open a new document (CTRL+N) of 900X675 px, 72 Pixels/Inch. And open the background image. Here i used the following image below, you can download it or use a same kind of image.

Step 2: Create Windows Logo shape using Pen Tool
Create a new Layer (CTRL+SHIFT+N).  Staying new layer, create a custom shape like windows logo using Pen Tool and fill with #ffff00 what we’ll be used in the next step. Or download the Windows logo shape from here.

Step 3: Free Transform the Shape
Now we are going to transform the Shape. To transform go to (“Edit>Free Transform” or “CTRL+T”) and then apply Skew, Perspective or Distort to create something like what I have below.

Step 4: Change Blending mode and Opacity
Stay in the Transformed Windows Logo Shape Layer and change the Blending mode to Overlay and decrease its Opacity about 40%.

Step 5: Add Gaussian blur
Now we are going to add little Blur to the Windows Logo. Go to Filter>Blur>Gaussian blur and choose Radius about 1.5px.
